The Freedom & Opportunity's (FOP) commitment to a high-performing and ethical public service is foundational to its broader vision for Kenya. The Party identifies "Meritocracy" as a core value, advocating for a system where individuals are recognized and rewarded solely based on abilities, qualifications, and contributions. The commitment is not merely aspirational, it is viewed as essential to ensure that the most capable and deserving individuals are entrusted with leadership and service roles, hence contributing directly to FOP's overarching objective of a prosperous and equitable Kenya where every citizen enjoys the full fruits of freedom and opportunities.
The Party plans to enforce meritocracy in public service by strengthening its vetting and selection processes. We prioritise candidates with skills, education, experience, and integrity, not just for public office but also within party's ranks. The National Executive Committee (NEC) hires secretariat staff based on merit in order to set a precedent. The National Elections Board (NEB) rigorously vets all candidates, checking their ability to represent their area and adherence to Chapter Six (6) of the Constitution of Kenya on Leadership and Integrity. The approach ensures high-quality public servants by starting with internal party discipline.
Enhancing a Merit-Based Public Service
Furthermore, FOP is dedicated to combating corruption and malpractices within the public service via strengthened law enforcement agencies and anti-corruption bodies. Our strategies include implementing rigorous lifestyle audits, improved vetting procedures, real-time audits of critical projects, and strengthening discipline management with clear disciplinary actions outlined in Article 10.3 of the FOP Constitution. Concurrently, FOP is committed to promoting employment equity and equal opportunity for all qualified Kenyans in public service to ensure diverse representation across all sectors as highlighted in Section 8.0 of the Party Manifesto. Hence, promoting an inclusive and merit-based public service that truly reflects the nation's diversity via:
- Selection based on abilities, qualifications, experience and integrity rather than patronage.
- Attracting, developing, and retaining skilled personnel across government to reduce reliance on outsourcing.
